Epixtar Reaches Preliminary Understanding With FTC

Projects 230% Increase of 9-Month Revenue Over Last Year's Same Period

MIAMI - (BUSINESS WIRE) - Nov. 13, 2003 - Epixtar Corp. (OTCBB:EPXR - News) announced today that it has reached an interim understanding with the Federal Trade Commission regarding principal terms of a mutually agreed upon preliminary injunction. If, as and when that preliminary injunction is finalized, the Company's subsidiaries can resume operations.

Previously the Company announced it had been sued by the FTC in an action pertaining to the marketing practices of the Company's ISP subsidiaries.

The parties have agreed to postpone a hearing on the matter, previously scheduled for today, November 13, 2003, and work to negotiate further details and draft language for the proposed voluntary injunction.
